The Be SAFE HEAT course is organised by Fondazione SAFE in collaboration with the Italian Armed Forces. The partnership is enriched by the collaboration with experts and associates from Tor Vergata University – International CBRNe master’s course – through HESAR , as well as the European Gendarmerie Force.

Our HEAT training sessions will be implemented by officers from the special forces of Arma dei Carabinieri, Esercito Italiano and Marina Militare Italiana, guaranteeing respect of highest technical standards, enhanced realism of simulations and capacity to adapt to special needs and requirements of training audience
Fondazione SAFE offers high-level technical and strategic support in the design and implementation of innovative projects in the areas of “security sector reform”, “defense, peace and stability”, as well as “governance”. To date, SAFE team of in-house experts implements projects for a global value of over € 14M, mixing support to capacity development and innovation in EU Member States with technical assistance and support to enhanced security in EU and NATO partner countries, inter alia in the MENA region and Western Balkans. SAFE will guarantee the entire organization and oversee the implementation of the HEAT courses, hosting the theoretical component in its HQ in Soave (Verona) and the real-life scenarios in the former military base Calvarina, located in Roncà (Verona).

The Health Safety Environmental Research Association Rome (HESAR) promotes awareness, training, updating, studies, research, development, innovation and youth self-employment. By spreading awareness and a culture of safety and prevention of all risks in the workplaces and in everyday life, HESAR enhances the best practices, techniques and models, and the strict observance of rules and laws. In 2016 HESAR entered into a cooperation agreement with the University of Rome Tor Vergata, International Master Courses in Protection Against CBRNe events, and was officially listed as a member of the Chemical Weapons Convention (CWC) Coalition, of the Organisation for the Prohibition of Chemical Weapons (OPCW).
HESAR associates will lead on the implementation of Module 10 on CBRN awareness – a unique feature of our HEAT training.
The European Gendarmerie Force (EGF) is an operational, pre-organised, robust, and rapidly deployable intervention force comprising elements of several European police forces. All parties have military status and empowered to perform all police tasks within the scope of crisis management operations. SAFE and EGF signed a Memorandum of Understanding in 2019 – along the cooperation lines foreseen in such MoU and abiding by its procedures, EGF may support the implementation of training sessions with specific technical expertise.

Before the foundation of the ESDC back in 2005, there was no single entity within the EU devoted either to training and education at European level, or to the development of a common European security culture. It was only then that ESDC was officially established, aiming to deliver strategic-level education on CSDP, and provide knowledgeable personnel, within both EU Institutions and EU Member States. Currently ESDC reaches out even beyond the European borders, aiming to further promote EU values and share best practices in security and defence.
